I saw that the prophet was tracking the discussion entirely, and with that the First Presidency was able to move forward on that issue. If President Hinckley felt something was a decision for the President and not something within the delegated authority of counselors, he would not move ahead. His integrity on that process was 100 percent.’”</p>
